West Virginia State Librarian/Director of Library Services 

The West Virginia Department of Arts, Culture & History seeks a dynamic individual with proven leadership qualities to direct the West Virginia Libraries Section. 

The successful candidate will be enthusiastic and creative, with a vision for how the Section can adapt and thrive in a changing landscape of library funding and technologies. Through the duties described here, the candidate will serve all 170 public libraries in West Virginia.

The current Director of the Library Section also oversees the West Virginia State Library and its Library Development Department, the West Virginia Special Services Regional Library for the Blind and Print Disabled, the Culture Center Public Reading Room, and the Library Section Administration Department.

 
The State Librarian reports directly to the Cabinet Secretary of the West Virginia Department of Arts, Culture and History, soon to be the West Virginia Department of Tourism as of July 1, 2025.

Responsibilities

  • Work with public libraries, community groups, and state agencies to develop and implement programs to advance and improve library services across the state
  • Oversee the Culture Center Public Reading Room, circulation, cataloging, and public library outreach
  • Conduct site visits and attend events and meetings at various public libraries
  • Communicate with public library directors across the state frequently 
  • Share information about statewide databases and resources available to all West Virginians through the library system
  • Represent West Virginia in national library-related initiatives, such as the Library of Congress’s Center for the Book Program, which entails housing the West Virginia Center for the Book and representing the state at the National Book Festival
  • Oversee the West Virginia Regional Library for the Blind and Print Disabled
  • Oversee the administration of federal, state, and other grant funds to West Virginia public libraries
  • Oversee and prioritize the purchasing for the State Library’s databases and resources
  • Share updates and information with the State Library Commission at regular meetings and serve as the Secretary for the Commission at these meetings, as specified in state code

Minimum Qualifications

  • A minimum of three years of management or administrative work experience in a library
  • A master’s degree from an American Library Association-accredited program in a library-related discipline

Position and Application Details

This job opportunity is not a Civil Service position and is not covered under the Administrative Rule of the WV Division of Personnel. This position is located at the Capitol Complex in Charleston, West Virginia, and requires a full-time work schedule during regular business hours. Remote work is not permitted.  Limited travel is required.

The position is pay grade 19 with a salary range of $50,242 – $88,526.

Job Description
    This is  a non-merit position. Candidates must follow the instructions in the "To Apply" section.  Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
    The Department of Administrative Services (DAS) is hiring a State Librarian to carry out the mission of strengthening Iowa library services and information access for Iowans. With 544 independent public libraries in Iowa (4th highest in the nation), the new State Librarian should understand the unique library landscape in Iowa.
    The successful candidate will have experience in library administration, budget management, communication skills, and knowledge of the legislative process. They will work closely with staff, DAS leadership, and external partners to improve services using data and best practices. This position reports to the Director of the DAS and oversees a total annual budget of approximately $7 million from state and federal sources.

    Job duties and responsibilities:

        Provide strong administrative leadership by developing and implementing organizational plans and policies that support the mission and culture of the State Library.
        Effectively manage budgetary processes, oversee financial planning and contract procurement to ensure responsible allocation of resources in alignment with state and federal guidelines.
        Monitor legislation, especially the appropriations process and relevant committee hearings by following bills related to libraries, delivering timely updates to leadership, and positioning the organization to respond strategically.
        Build and maintain collaborative working relationships with the Commission, department leadership, staff, library community, and policymakers to advance shared goals.
        Leverage data, trends, and best practices to evaluate existing library programs and implement improvements that enhance services and organizational effectiveness.
        Represent the State Library in public forums, including meetings, conferences, and collaborative initiatives.

    Essential Functions include: 

        Leading the State Library and all associated programs.
        Provide supervision and management support for the needs of the State Library.  
        Financial management and planning for all State Library related budgets.
        Communicate clearly and effectively in both written and oral formats, tailoring complex information to a variety of internal and external audiences.
        Maintain flexible schedule to accommodate activities such as commission meetings, Library events, and attend or participate in a variety of public and special community events throughout the year

    Qualifications:

    1) Master’s Degree in Library Science, and 2) Library Administrative full-time experience equal to 5 years.

Minimum Qualification Requirements
    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):
    a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):
    a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1,
     Public Service Manager 2, or comparable specific management-level position.
